RENT-SETTING: How to obtain reimbursement of the request costs?

When a landlord applies for rent-setting, many of them ask that the tenant reimburse the costs of the request. (I.e., condemn the tenants to the costs.)

It is clear that the Tribunal rarely grants the payment of these costs by the tenant.
