The Québec Ombudsman: 2022-2023 Report

The Association des Propriétaires du Québec (APQ) has taken note of the Québec Ombudsman’s latest report.

There is little mention of private rentals in the complaints handled.
According to the summary table, 213 files were closed in 2022-2023 concerning the Administrative Housing Tribunal (TAL), of which 17 requested assistance. One of the
reasons for denunciation in the report that affects the private rentals is the impossibility of speaking and/meeting a clerk of the TAL when the person does not have Internet tools.

At the Association des Propriétaires du Québec (APQ), we have also noticed that there have been times when it has been difficult to reach the TAL by telephone, the internet being the best tool in this case. However, whether it is the landlords or the tenants, they must be able to talk to an intervenor or if they are more comfortable on the phone or simply not equipped by the Internet.

Access must be privileged in order to make local justice accessible.
